Talent Development Committee hosts talent exchange event, signs memoranda of understanding with Macao International Technology Industry Centre and Zhukuan Group to jointly build a hub for high-calibre talent

MACAU, October 10 - To raise awareness among various sectors of society regarding Macao’s talent attraction initiatives, deepen qualified professionals’ understanding of relevant policies and the business environment in Macao and Hengqin, and facilitate the alignment of talent with industry resources, the Talent Development Committee hosted the ‘Macao in Focus: Talent Promotion and Exchange Gala Dinner’ on 9 October. During the event, the Talent Development Committee signed memoranda of understanding with the Macao International Technology Industry Centre (MITIC) and Zhukuan Group Holding Company Limited of Zhuhai City (Zhukuan Group) to further integrate resources from the Government, innovation and technology (I&T) platforms, and enterprises, thereby enhancing Macao’s competitiveness in attracting talent while optimising the environment for their settlement and development. The gala gathered approximately 200 attendees, including officials from government departments of Macao, Zhuhai and the Guangdong‒Macao In-Depth Cooperation Zone in Hengqin, as well as representatives from higher education institutions, associations and professional organisations in Macao, alongside outstanding talent across the ‘1+4’ industries.

Connecting industry hubs and enterprises to boost talent attraction capabilities

During the event, Kong Chi Meng, secretary-general of the Talent Development Committee, signed memoranda of understanding with Wang Yusheng, chairman of Zhukuan Group, and U Seng Pan, director of the MITIC, respectively. Under the agreements, Zhukuan Group will leverage its extensive investment promotion network and provide services such as policy consultation, cross-border coordination and resource matching for domestic and overseas talent by establishing an international talent service centre in Macao, while the MITIC will assist the Government in accelerating the acquisition of high-quality technology talent to settle and develop in the region, thereby driving the clustering of high-tech industries and the integration of industry, academia and research in Macao.

Following the signing of memoranda of understanding last year with the Association for Promotion of Science and Technology of Macau, the Guangdong and Macao Federation of Industry and Commerce, and the Industry and Commerce Association of Macau, a total of five memoranda of understanding have now been signed with associations, I&T platforms and state-owned enterprises. By combining the resources and network strengths of multiple parties, the Talent Development Committee helps increase the overall efficiency of Macao’s talent attraction efforts, creating a talent development environment characterised by accurate recruitment, effective retention and optimal utilisation. In the future, the Talent Development Committee will continue to seek further cooperation and draw top minds from around the world, with a view to providing solid talent support for expediting Macao’s transformation into an international hub for high-calibre talent and promoting its adequate economic diversification.

Establishing a platform for exchange and interaction to help talent build development networks

At the gala, Talent Development Committee Secretary-General Kong Chi Meng presented Macao’s strengths in acquiring international talent and the development opportunities in Macao and Hengqin, while Pong Kai Fu, director of the Talent Development and Social Security Bureau of the Guangdong–Macao In-Depth Cooperation Zone in Hengqin, explained the preferential policies for talent launched by the Cooperation Zone and the institutional alignment for collaborative talent recruitment between Macao and Hengqin, among others.

To effectively build bridges of communication between talent and representatives from government, society and the business sector, and to deepen interaction and exchange among all parties, the Talent Development Committee continued to host the exchange gala this year. The event brought together representatives from more than 20 public entities across various fields in both Macao and Hengqin, over 10 business and trade associations and professional organisations from different sectors in Macao, as well as multiple local higher education institutions. Additionally, entrepreneurs who have successfully founded businesses in the key industries and outstanding talent were also invited.

Through organising exchange activities, the Talent Development Committee hopes to assist talent in building interpersonal networks and social connections, providing professional consultation and resource-matching channels to help them implement their development plans in Macao, expand domestic and overseas markets, and integrate into local life, thereby bolstering their confidence to remain and establish roots in Macao for long-term development.

Furthermore, on the same afternoon, the Talent Development Committee and Zhukuan Group co-organised the ‘Exploring Opportunities in Macao, Building a Talent Hub’ Macao–Hengqin Talent Tour 2026. Over 60 outstanding talents were invited to engage in exchanges in Macao and go on a field visit to Hengqin, thereby gaining an understanding of the development opportunities arising from policy integration and industrial complementarity between the two regions.

Other attendees at the gala included Lin Yuen, chief of the Office of the Secretary for Social Affairs and Culture; Li Xuefei, director of the Department of Education and Youth Affairs of the Liaison Office of the Central People’s Government in the MSAR; Lam In Sang, chief of the Office of the Secretary for Security; Chan Un Tong, director of the Labour Affairs Bureau; Che Weng Keong, president of the Administrative Committee of the Commerce and Investment Promotion Institute; Leong Wai Man, president of the Cultural Affairs Bureau; Choi Peng Cheong, president of the Pharmaceutical Administration Bureau; Chan Pou Wan, president of the Administrative Committee of the Social Security Fund; Chang Ngai, adviser to the Office of the Chief Executive; Qin Bin, adviser to the Office of the Secretary for Social Affairs and Culture; Li Tengdong, deputy director of the Organisation Department of the Zhuhai Municipal Committee of the Communist Party of China; officials from government departments of Macao, Zhuhai and the Guangdong‒Macao In-Depth Cooperation Zone in Hengqin; representatives from higher education institutions, associations and professional organisations in Macao; as well as talent who have settled in Macao and participants in the Macao–Hengqin Talent Tour 2026, among others.
